PROJECT INFORMATION:
In 1994, Guernsey and Hartville submitted applications requesting
assistance in evaluating the water supply, treatment, storage, transmission
and distribution systems. Since the two municipalities are in
proximity and take water from the same source (shallow wells along the
North Platte River), the Commission conducted a joint Level I Master
Plan study to determine the feasibility of a regional approach to
solving the area's water supply problems. The study determined that a
combined system was not feasible. Two separate project reports were
submitted, with separate recommendations for each community.
In the case of Hartville, there is sound geohydrologic information
indicating that the aquifer in the immediate area is rapidly recovering
to previous levels because the Sunrise Mine terminated operations and
stopped dewatering. This creates the potential to develop a source of
supply inside the town limits and eliminate the vulnerable five-mile
pipeline from existing wells near the North Platte River. The project
includes construction and testing of a well, and conceptual level
designs for other system improvements.
RECOMMENDED LEGISLATIVE ACTION:
The Commission recommends that the project be incorporated into the New
Development Program at Level II status with a budget of $150,000.
