PROJECT INFORMATION:
The Hill Irrigation District is located directly north of Torrington and
serves approximately 3,650 acres and 34 water users. The district
assesses $16.00/acre. Much of the delivery system for the Hill
Irrigation District has been placed in concrete channels and pipe.
These improvements have been well maintained and are in good condition.
However, the District has experienced a great deal of difficulty in
maintaining open, unlined sections of the main supply canal and
laterals. Encroachment by subdivisions, trash disposal, wind deposition
of soil, and low gradients make maintenance and management of the ditch
system difficult.
In 1996 Lidstone and Anderson, Inc. Was contracted to complete a Level
II study of the canal and appurtenances. The Level II report
recommended that the district replace or rehabilitate numerous flow
measurement structures, turnout structures, and headgates. In addition,
approximately 1 mile of the main canal will be rebuilt and trees will be
removed. The proposed project will improve irrigation efficiency,
reduce maintenance costs, and reduce the potential for conflict between
irrigators and the ditch riders. The district proposes to complete
improvements to measuring structures and the channel of the main canal.
This would be the first phase of a comprehensive rehabilitation program
of the system.
RECOMMENDED LEGISLATIVE ACTION:
The WWDC recommends that the project be advanced to Level III with an
appropriation of $100,000 50% grant, 50% loan (6.0%, 15 years).
