PROJECT INFORMATION:
The Town of Thayne supplies water to 150 taps. The water supply system
consists of a spring collection system which is pumped into a storage
tank. The tank is located on a hillside approximately one mile from the
corporate limits. The system cannot meet the present water demands
including the fire flow requirements. There are plans to construct a
new secondary school in town. Further, Thayne would like to expand
through annexation but cannot provide the water for the proposed
expansion.
The Level I study inventoried the existing system, evaluated water
supply needs, and evaluated water supply alternatives for the Town of
Thayne and the Bedford Water and Sewer District. Preliminary plans and
cost estimates were developed for the preferred alternative. The Level
II study prepared a water supply plan for the Town of Thayne, the
Bedford Water and Sewer District and Turnerville (the Willow Creek
Pipeline Company).
The town of Thayne has requested Level III assistance in connecting the
Level II test well to their system, rehabilitating their spring, and
other related facilities. The total Level III costs are estimated at
$850,000.
RECOMMENDED LEGISLATIVE ACTION:
The WWDC recommends the project be advanced to Level III construction
status with an appropriation of $850,000. The WWDC further recommends
that the project financing include a 60% grant ($510,000) and a 40% loan
($340,000), with a term of 30 years and an interest rate of 7.25%. In
addition, 40% ($34,000) of the Level II well construction costs ($85,000
total) will be added to the loan amount.
