Originally funded as a water supply study for the Salt Creek Water District, this project has evolved into a regional master plan study of the Newcastle area. The expanded study area will include a population of over 4,000 served by 1750 taps. In 1996, the Level I study identified other water supply problems in the Newcastle area. The Town of Newcastle needs additional water supply, and the West End water district operates without any storage facility, as does the Salt Creek district. WWDC has combined the needs of these three entities in a cooperative effort, and performed the current Level II feasibility study. This work will culminate in the construction of a new Madison well in the Salt Creek Water District, and the use of this and an existing Madison well in the West End district as backup supplies for the Town of Newcastle. In return, the town's excess storage capacity will be used to support the two districts.

The new Madison test well has been constructed, with its initial production falling short of project requirements. It is proposed herein that additional funding be authorized to perform an acid stimulation of the Madison formation in this well. This process has the potential to improve well yield to the point where it can meet the needs of the project.

Upon securing a suitable groundwater supply, further system modeling will be performed to determine the facilities necessary to tie the three systems together. The Cambria district will also be included in this Level II regional master plan study.

It is recommended the Legislature authorize $140,000 to complete an acid stimulation process, and related engineering work, on the Madison well recently completed as part of this project.
