PROJECT INFORMATION:
The Wheatland Irrigation District received Level III funding for construction of a headwall, measuring device, and control gates for the headgates from the Laramie River into the tunnel for Bluegrass Creek. A portion of the funding was for facilities and equipment for telemetry communication between the headgate, measuring device, Laramie River Diversion Dam, and the district office in Wheatland. When construction bids for the project were opened, the district eliminated the telemetry communication from the project in order to have the structural work completed. Construction of the headwall, measuring device, and control gates will be complete prior to the 1999 irrigation season.

The district has requested additional funding to finance the telemetry equipment and facilities that were eliminated from the project. This component is important to facilitate use of the work completed under this project as well as operation of Sand Lake and other facilities in the Wheatland Irrigation District water delivery system. It is anticipated that $141,500 in additional funds will allow installation of the telemetry equipment and facilities. Construction will likely be completed prior to the irrigation season in 2000.

RECOMMENDED LEGISLATIVE ACTION:
The Commission recommends additional funding in the amount of $141,500 in Level III funding to finance installation of telemetry equipment and facilities. The additional funding would be $70,750 (50%) in grant funds, and $70,750 (50%) in loan funds amortized at 6% interest over 25 years.
