PROJECT INFORMATION:
Evanston has experienced considerable growth and is nearing the capacity of its water supply system. The city presently has adequate raw water supply and reservoir storage. A major problem is the demand for treated water to irrigate parks, ball field and other large green areas. The 1997 Level II study evaluated conceptual designs and cost estimates to construct a raw water pipeline and upgrade the towns existing wells. The cost estimates show the total project cost to be $1,481,000.

The City of Evanston received a 1998 grant and loan appropriation in the amount of $1,500,000 from Water Development Account I. The grant is for 60% of the WWDC eligible project costs with a 40% loan at 7 1/4% interest rate over 20 years. The project scope includes the construction and installation of pumps and enclosures, secondary irrigation distribution piping, primary filters and irrigation transmission lines. The project was to be designed and constructed in two phases. Phase I is to address secondary irrigation systems to large users south of the Bear River, including the golf course, high school and elementary schools plus the cemetery on the north side of the Bear River. The Phase II portion of the project would provide secondary irrigation systems to the fairgrounds, Hamblin and Railroad Parks and the North Evanston elementary school north of the Bear River. However final engineering estimates established that only Phase I of the project could be constructed with the $1.5 million appropriation and it was determined to proceed with only that portion of the original project.

A contract with Sunrise Engineering was negotiated by the city for project design and construction administration services for the Phase I project. Phase I project construction began in September, 1999 and is due to be completed by April 2000.
