III. Agency Philosophy Statement
The Wyoming Water Development Program was founded on the sound philosophy of utilizing a
portion of the financial resources the state receives from the development and use of its nonrenewable
resources, such as coal, oil, and gas, to develop a renewable resource, water. Water
development is achieved by evaluating development alternatives, and by construction of new
facilities and rehabilitating existing infrastructure to ensure the delivery of water to Wyoming
citizens in an economical and environmentally responsible manner. Sound water planning will
preserve Wyomings water entitlements and will promote the effective and efficient use of the
states water resources.
