PROJECT INFORMATION:
The city of Powell would like to move forward with the recommended improvements to their water system as outlined in the Level I study funded by the WWDC in 2000. The Level I study recommended replacing the old 75,000 gallon elevated storage tank with a 400,000 elevated tank in the southwest part of town. This new storage tank will meet the storage needs of Powell well into the future.

A new pressure zone is needed in Powell to increase marginal pressures in the western part of town. Four pressure reducing valves and associated piping are also needed to complete the pressure zone.

This current application is to finance phase 1 of a 3 phase project. Phase 1 consists of design and specifications of the remaining two phases, completing the permitting and mitigation work, legal fees and access and rights-of-way. Phase 2 will include the pressure reducing valves and piping construction; phase 3 will be the storage tank and telemetry.

RECOMMENDED LEGISLATIVE ACTION:
The WWDC recommends the project be incorporated in the Rehabilitation Program at Level III with an appropriation of $127,000. The financing plan is a 50% grant, $127,000, and a 50% loan, $127,000, to be secured by the sponsor through other sources.
