 63. PROJECT:Lake DeSmet Master Plan and Reservoir Rehabilitation Plan

PROGRAM:Rehabilitation

PROJECT INFORMATION:
The Lake DeSmet Counties Coalition (LDCC) is requesting assistance with planning future water uses and evaluation of operation, maintenance, and rehabilitation needs of the reservoir. Assistance is needed in the following areas:

Master Planning;
Identify potential water uses and impacts,
Review water rights and correct any problems,
Conduct water quality investigation and determine potential impacts from CBM water discharges into the reservoir,
Determine the potential for hydropower generation,
Study economics associated with multiple uses, and
Evaluate the potential for additional access to the lake shoreline.

Reservoir Rehabilitation;
Conduct internal and external structural inspection of all facilities,
Conduct seepage investigations during a full condition,
Review the monitoring program,
Study up grading control structures and telemetry needs, and
Evaluate operation and maintenance needs and upgrade the O&M manual.

RECOMMENDED LEGISLATIVE ACTION:
The WWDC recommends the project be incorporated in the Rehabilitation Program at Level II with an appropriation of $100,000.
