2002 LEGISLATIVE REPORT
Active Projects

 90. PROJECT:Opal Regional Water Supply
LEVEL:II
SPONSOR:Town of Opal
LOCATION:Lincoln County
PROGRAM:New Development

EXISTING LEGISLATION:
Purpose Chapter Session Account Appropriation Due Date
Level II 268 1989 I $70,000 1990
Level II 36 2000 I $30,000 2002
Level II 86 2001 I $90,000 2002

PROJECT INFORMATION:
In 1999, the town of Opal requested a feasibility study for the costs associated with installing and maintaining a water treatment unit designed to reduce or eliminate excessive fluoride present in Opal's drinking water. This report was completed in November 2000. The report indicated that installation costs were affordable, however yearly maintenance costs (to the town) would be approximately $11,000 per year.

The town of Opal continued with the Level II study completed in 2000 by requesting an additional study to determine the feasibility of obtaining a new groundwater source from which the town may blend water with their existing water supply to dilute the fluoride concentrations and thereby addressing the EPA Administrative Order recently issued relative to the State Drinking Water Act violations. A groundwater study was completed and the results indicated there was no viable source that would serve to blend with the existing town's supply. The study also investigated "point-of-use" treatment by installation of individual reverse-osmosis unit in town residences. The costs associated with this type of treatment were much less than a central treatment facility. The town has elected to pursue "point-of-use" treatment and is presently conferring with EPA-Region VII on implementation.
