PROJECT DESCRIPTION:
The Level II rehabilitation plan written by Inberg-Miller Engineers, Inc. in 1994 identified several
locations on the Sidon Canal needing attention. One of these locations was the Bitter Creek
crossing. The replacement structure will be sized to carry 2 cfs per 70 acres for the irrigation district,
plus pass a flood event on Bitter Creek. This crossing must be conservatively sized because it is very
near the diversion from the Shoshone River and essentially all of the users in the Sidon Irrigation
District are below the structure. The structure also serves as a diversion dam for the Sidon Canal
diversion from Bitter Creek. If the structure would fail or wash out from a flood on Bitter Creek, the
district would not be able to deliver water to its users.
A Level III project was completed under 1995 legislation that rehabilitated the Shoshone River
diversion dam and headgate structure and replaced structures at Marchant Wash and Sage Creek with
inverted siphons. The appropriation was $1,060,000 and approximately $330,000 reverted to the
water development account from that project. The current request is for funding to construct the
Bitter Creek crossing.
RECOMMENDED LEGISLATIVE ACTION:
The WWDC recommends the project be incorporated in the Rehabilitation Program at Level III with
an appropriation of $217,000. The financing plan is a 50% grant, $108,500 and a 50% loan,
$108,500, for ten years at 6.00% interest.
