2002 LEGISLATIVE REPORT
Active Projects

135.PROJECT:Wheatland Sand Lake Dam/Cañon Canal Rehabilitation
LEVEL:III
SPONSOR:Wheatland Irrigation District
LOCATION:Carbon, Albany, and Platte Counties
PROGRAM:Rehabilitation

EXISTING LEGISLATION:
Purpose Chapter Session Account Appropriation Due Date
Level I 15 1996 I $200,000   1998
Level III 38 1998 II $475,000* 2002
*50% grant, 50% loan (6%, 25 years)

PROJECT INFORMATION:
The Wheatland Irrigation District received a loan and grant appropriation of $475,000 for eligible project expenses. The purpose of the project is to repair the breach of the Sand Lake Dam, armor the spillway, install a telemetry monitoring system at Sand Lake, repair the Dutton Creek Reservoir outlet pipe, replace Dutton Canal concrete lining, stabilize the Cañon Canal slide area, install concrete lining in Cañon Canal along I-80, replace and install check and turnout structures and install appurtenances as necessary.

Construction of all project components except Sand Lake is complete. Repairs to Sand Lake Dam were bid in 2001 and bids exceeded available funding. Because of the location of Sand Lake and the July 1, 2002 reversion date for project funding, there is no time left available to construct the repairs. The current request is for additional funding and additional time to allow re-bidding the contract and hopefully having it constructed in 2002.

RECOMMENDED LEGISLATIVE ACTION:
The WWDC recommends the reversion date for project funding be amended to be July 1, 2006. The WWDC recommends the appropriation for project funding be amended to be $632,000. The financing plan is a 50% grant, $316,000 and a 50% loan, $316,000, for twenty-five years at 6.00% interest.
