PROJECT INFORMATION:
The Town of Byron currently has an open, lined ditch that is used by residents to irrigate residential lawns. The system has been in place for many years and consistently causes problems for town personnel. The system is prone to flooding caused by backwater from debris plugs in culverts and is inefficient. Additionally, due to a recent accident involving a small child, residents are concerned about the safety associated with open ditches. WWDC recently completed a level II study in October 2002. The town would like to pursue Phase 1 of the preferred alternative outlined in the study.

RECOMMENDED LEGISLATIVE ACTION:
The WWDC recommends the project be incorporated into the Rehabilitation Program at Level III with an appropriation of $912,000. The financing plan includes a grant for 50% of the estimated project costs ($570,000), and a loan for 30% of the estimated project costs ($342,000) for 30 years at 6% interest.
