The State of Wyoming, Water Development Commission, is seeking professional services to perform water resources studies in accordance with W.S. 9-2-1030. The projects for which the services are sought are listed by study level.

LEVEL I -- RECONNAISSANCE STUDIES (W.S. 41-2-114) - New Development:

Beulah Water Supply
The Consultant will perform a reconnaissance study of the water supply and delivery system needs of the community of Beulah, Wyoming and the surrounding developed areas of Crook County. The study will include an inventory of the existing supply systems, identification of existing supply problems and will determine existing and projected demands. The study will evaluate the potential sources of supply, system improvements and transmission needs. Completion date: November 1, 2003. WWDC Contact: Chris Abernathy.

Cokeville Reservoir
The Consultant will perform a reconnaissance study of the potential to store Wyoming's undeveloped entitlements under the Bear River Compact. The sites to be evaluated are on the Smiths Fork River north of Cokeville in Lincoln County. The study shall evaluate potential permitting associated with the Corps of Engineers 404 permit. Past studies, designs and cost estimates will be updated, and the benefits to the states and region of a reservoir development will be conducted. The study will review the work that has been conducted in the past, identified reservoirs sites will be screened, new sites will be identified and evaluated, and an in-depth economic benefit cost analysis will be conducted. Platte-Goshen Regional Master Plan
The Consultant will be requested to evaluate the feasibility of a regional drinking water supply system for the area from approximately the Towns of Guernsey and Hartville along the North Platte River Valley to the Wyoming-Nebraska state line. Numerous communities in the Platte and Goshen Counties area have experienced problems with water quality from nitrates, radionuclides, coliform, arsenic, etc. Several area communities are experiencing difficulties meeting EPA primary drinking water quality standards. A regional approach to a drinking water supply, transmission and treatment may be more economical for the communities than continuing with individual systems. The study will assess both surface water supply solutions and groundwater supply solutions. Completion date: June 1, 2004. Contact person: Bruce Brinkman.

Kirby Creek Watershed Plan
The Consultant will perform a reconnaissance study of the water supply needs, rehabilitation needs, erosion problems in conveyance systems, stream conditions, and associated problems in the Kirby Creek Watershed in Hot Springs County. The study will evaluate supply systems to include stock water systems and irrigation systems in the watershed. The study will include an inventory of the water supply system rehabilitation needs. Kennington Springs Master Plan
The Consultant will perform a reconnaissance study of the water supply and delivery system needs of the community of Kennington Springs near Afton, Wyoming and the surrounding developed areas of Lincoln County. The study will include an inventory of the existing supply systems, identification of existing supply problems and will determine existing and projected demands. The study will evaluate the potential sources of supply, system improvements and transmission needs. Completion date: November 1, 2003. WWDC Contact: Chris Abernathy.

North Canal - Grover
The Consultant will perform a reconnaissance study of the water supply and delivery system needs of the North Canal irrigators near Grover, Wyoming and the adjacent irrigation systems of Lincoln County. The study will include an inventory of the existing supply systems, identification of existing supply problems and will determine existing and projected demands. The study will evaluate the supply source, needed system improvements, transmission losses, and benefits of consolidation of canal systems. Completion date: November 1, 2003. Owl Creek Master Plan
The Consultant will perform a reconnaissance study of the water supply and delivery system needs of the Owl Creek Irrigation District irrigators near Thermopolis, Wyoming and the adjacent Tribal irrigation systems of Hot Springs County. The study will include an inventory of the existing supply systems, identification of existing supply problems and will determine existing and projected demands. The study will evaluate the existing supply sources, needed system improvements, transmission losses, and potential new supply systems to include new reservoir storage. Completion date: June 1, 2004. STATEWIDE WATER PLANNING PROCESS

River Basin Planning Facilitator
The WWDC desires to secure facilitation services for work with the Basin Advisory Group to be formed for the North Platte River Basin Study, and the existing interim Basin Advisory groups for the Bear River, Green River, Powder/Tongue River, Northeast Wyoming, Wind/Big Horn River and Snake/Salt River Basins. LEVEL II FEASIBILITY STUDIES (W.S. 41-2-114) -- New Development

Bridger Valley Reservoir
The Consultant will be requested to evaluate the feasibility of providing additional reservoir storage for the Bridger Valley Joint Powers Board located in the Lyman- Mountain View area of Uinta County. This analysis will evaluate potential reservoir storage sites in the vicinity of the Joint Powers Boards water treatment plant to include subsurface geotechnical evaluations. Potential diversion and transmission means to divert and carry water from the Smiths Fork River to the reservoir sites will also be evaluated. Permitting issues associated with the alternative development options will also be evaluated. The study shall include conceptual designs and cost estimates. Completion date: June 1, 2004. Canyon/Sunset Newcastle Area Water Supply
The Consultant will be requested to evaluate the feasibility of providing the Canyon Improvement and Service District, Sunset Ranch Water District, and other developed areas near Newcastle, Wyoming in Weston County with a central regional water supply system. The study shall include evaluation of connecting to the City of Newcastle, utilization of existing groundwater supplies, and the potential need for additional supply and conceptual designs and cost estimates of the selected alternative (s). Saratoga Groundwater
The Consultant will be requested to evaluate the feasibility of developing a new groundwater supply for the Town of Saratoga in Carbon County. The study will include drilling and testing of a groundwater well east of Saratoga and conceptual designs and cost estimates of the transmission and storage facilities necessary to incorporate the new well into the town's system. The study shall also include an environmental analysis of the improvements. Completion date: June 1, 2004. Contact person: Kevin Boyce.

South Garden Creek
The Consultant will be requested to evaluate the feasibility of developing a water supply system supplied from the Central Wyoming Regional Water System Joint Powers Board or the City of Casper to the South Garden Creek, Squaw Creek/Wolf Creek, Elkhorn Valley, and Hat Six areas near Casper, Wyoming in Natrona County. The study shall include evaluation of connecting to the City of Casper or the regional system and conceptual designs and cost estimates of the selected alternative or alternatives. Ten Sleep Water Supply
The Consultant will be requested to evaluate the feasibility of providing the areas to the south of the Town of Ten Sleep with water service and the evaluation of a new tank, system evaluation of flow and pressure situations in the system, and evaluation of the town's two wells. The study shall include downhole evaluation of the wells, geotechnical evaluation of potential tank sites, a well siting study for an additional or replacement well and conceptual designs and cost estimates of the selected alternative or alternatives. LEVEL II FEASIBILITY STUDIES (W.S. 41-2-114) -- Rehabilitation

Alta Groundwater Supply
The Consultant will be requested to evaluate the feasibility of developing a groundwater supply for the community of Alta in Teton County. The study will include drilling and testing a groundwater well for the Targhee Town Water Company and the community of Alta, transmission line to town, storage and system improvements necessary to supply the area with domestic water. The study will include conceptual designs and cost estimates. The study shall also include an environmental analysis of the improvements. Guernsey Hydraulic Study
The Consultant will be requested to evaluate the feasibility of improving the Town of Guernsey's water storage facilities. Recent water storage tank inspection indicated the need for a total removal and replacement of the existing coating along with removal and replacement of corroded areas. The town also has some 4 inch lines in the system that are restricting fire flows in some areas of town. The study will include evaluation of expansion of the town's storage facilities, and/or system operations during the time the tank is off line for repairs. The town's piping and chlorination systems will also be analyzed for upgrades and operations. Conceptual designs and cost estimates will be prepared for the selected alternative. Midvale Conservation Program
The Consultant will be requested to evaluate the feasibility of rehabilitating the Midvale Irrigation District facilities in Fremont County. The study will include an evaluation of the rehabilitation of the canal and structures to include flumes, headgates, siphons, drop structures etc. Potential reduction of seepage losses shall also be evaluated. The study will also include determination of the feasibility of providing gravity pressure pipelines and the conversion to sprinkler irrigation. The study will include conceptual designs and cost estimates and an in-depth economic analysis of the benefits and costs of a major rehabilitation and improvement project. Lake Hattie Outlet Works
The Consultant will be requested to evaluate the feasibility of revising the operations and rehabilitating the outlet works of Lake Hattie Reservoir. Sediment carried by wind and wave action deposits in the area of the outlet gates to the point that the gates become inoperable. This problem increases as the level in the reservoir falls. The sediment that is carried through the outlet pipes is deposited in the canal below the dam where it builds up and backs up into the tubes adding to the structure's sediment problems. This project will include some sediment transport analysis and conceptual designs and cost estimates. Completion date: November 1, 2003. Contact person: Bruce Brinkman.

Ranchester Master Plan
The Consultant will be requested to evaluate the feasibility of improving the Town of Ranchester's supply system by developing a new infiltration gallery upstream of Fivemile and Wolf Creeks and improvements to the town's water treatment plant. The town's water supply system experiences significant taste and odor problems. This study is contingent on the outcome of the Dayton test well and will not proceed until that testing program is complete. The study will include conceptual designs and cost estimates. INSTREAM FLOW HYDROLOGIC STUDIES

Clear Creek #1 and #2, Wagonhound Creek and Dry Fork Little Big Horn
The Consultant will be requested to evaluate the feasibility of providing the requested instream flows from unappropriated direct flows, to determine shortages that may exist to the requested amounts, to determine storage needs to provide these flows, and to prepare reconnaissance level cost estimates of the storage required. The study shall include utilization of hydrologic models, selected by the WWDC staff, as part of the analysis methodology. Completion date: November 1, 2003. Contact person: Bruce Brinkman.

HIGH SAVERY MITIGATION MONITORING
The Consultant will be requested to develop a monitoring plan for the High Savery Reservoir Project located in Carbon County South of Rawlins and west of Saratoga on Savery Creek and to implement the monitoring of the reservoir and the mitigation sites to include upland mitigation, riparian mitigation and wetlands mitigation required by the Corps of Engineers 404 permit conditions. The monitoring will continue through the initial mitigation period, which will last five years after the initial reservoir filling. Contact person: Phil Ogle.

REQUIRED SUBMITTALS AND SUPPLEMENTAL INFORMATION:

Prospective consultants and subconsultants who have not submitted a Statement of Qualification to the Wyoming Water Development Commission or the Department of Administration and Information, Purchasing Division since May 1, 2002, must complete and submit three (3) copies of a Statement of Qualification consisting of a letter of transmittal and a completed standard form 254. Prospective consultants and subconsultants may include any supplemental information deemed appropriate with their Statement of Qualification.

Firms or individuals wishing to be considered as prime consultants must submit three (3) copies of a Statement of Interest, consisting of a letter of transmittal and a completed standard form 255, for each project the consultant is interested in pursuing. Copies of standard forms 254 and 255 may be obtained by contacting the WWDC.

Consultants requested to prepare proposals on each project will be selected by the WWDC, as per W.S. 9-2-1031, using information contained in the Statements of Qualification of the prime consultant and any subconsultants, and the Statement of Interest of the prime consultant.

Presently, the WWDC is seeking authorization for these projects from the 2003 Legislature. If authorization is not granted, the consultant selection process will be discontinued.

The Statements of Qualification and Statements of Interest must be received by the WWDC no later than 2:00 p.m. on February 14, 2003. This notice may be accessed on the WWDC website at: http://wwdc.state.wy.us.
