1997 LEGISLATIVE REPORT
Active Projects

 76. PROJECT:Rolling Hills Water Supply
LEVEL:III
SPONSOR:Town of Rolling Hills
LOCATION:Converse County
PROGRAM:New Development

EXISTING LEGISLATION:
Purpose Chapter Session Account Appropriation Due Date
Level I 8 1995 I $200,000   1996
Level III 59 1996 I $200,000* 1999
*67% grant, 33% loan (4%, 20 years)

PROJECT INFORMATION:
The Town of Rolling Hills received assistance from the Water Development Commission in the past to construct a Lance Formation well and improvements to the town's storage and transmission system. While the WWDC well is in good condition and remains a major water source, the two older wells apparently were improperly constructed and developed. The wells are also located too close together and cannot be pumped at maximum capacity at the same time.

The Level II project included construction of an additional well, evaluation of the existing water system, and preparation of conceptual designs and cost estimates for needed improvements.

The project includes the new well that was completed during Level II ($80,000), the pumping system, building, controls, and appurtenances ($115,000), the pipeline and appurtenances necessary to connect the new well to the existing transmission system ($11,500), and a chlorination system ($3,500). The pipeline portion of the project has been completed. The remaining work is scheduled for completion in 1997. The town's existing wells have begun to produce methane gas. Therefore, the scope of the project now includes installation an aeration system to expel the gas from their water supply.

RECOMMENDED LEGISLATIVE ACTION:
The Commission recommends that the existing Level III legislation be amended to increase the funding from $200,000 to $282,000. The financing plan is recommended to remain at 67% grant and a 33% loan at an interest rate of 4% for 20 years. The sponsor will be required to reimburse the WWDC for 33% of the Level II well construction cost (26,400, 4%, 20 years).
