PROJECT INFORMATION:
The existing ditch and pipeline system serve 652 acres and 16 operators.
Each irrigated acre is equivalent to one share in the district. Two
users have 330 shares, the five largest users have 80% of the acreage.
The present assessment is $10 per share per year. A prefeasibility
study prepared at the company's expense estimated the total cost of
rehabilitation to replace the main ditch and laterals serving more than
one user with pipelines. The ditch company has about 17,500 feet of
ditch and pipeline in deteriorating condition. The company wants to
replace the open ditch with a pressurized pipeline, which will eliminate
pumping to pressurize sprinklers. The 1996 study refined the prefeasibility
work, developed accurate cost estimates and financing plans for the
replacement of various system components.
RECOMMENDED LEGISLATIVE ACTION:
The Commission recommends that the project be advanced to Level III
construction status with an appropriation of $350,000: a loan of $175,000
at 4% for 20 years and a grant for $175,000.
