 52. PROJECT:Kirby Ditch
LEVEL:New Application
SPONSOR:Kirby Ditch Irrigation District
LOCATION:Hot Springs County
PROGRAM:Rehabilitation

PROJECT INFORMATION:
1986 the Wyoming Water Development Commission financed an inverted siphon across Kirby Creek for the Kirby Ditch Irrigation District. The wasteway at Kirby Creek was not replaced at that time. This project will replace the wasteway to continue to protect the state financed inverted siphon.

The second component of this project is to replacement the Black Willow Creek crossing structure, where twin pipes carry the creek flow under the Kirby Ditch. The USDA Natural Resources Conservation Service has prepared the plan sheets for both structures. The proposed financing should cover completion of contract documents for bidding, construction engineering services, and construction of the structures.

RECOMMENDED LEGISLATIVE ACTION:
The WWDC recommends that the project be introduced as a Level III rehabilitation project. The recommended appropriation is $60,000 consisting of a 50% grant and a 50% loan with the loan being 6.00% for 30 years.
