128.PROJECT:Upton Tank Replacement

PROJECT DESCRIPTION:
During the summer of 2001 a deteriorated old water storage tank for the Town of Upton developed leaks. Efforts to repair the tank were unsuccessful. As a result the town has applied to the State Land Investment Board for a Mineral Royalty grant of $158,800 for 50% of the cost of the replacement of the tank and received a Joint Powers Act loan of $158,800 for the other 50% of the project. The sponsor is providing half the funding with their funds and would like to have the loan they received replaced with a grant. The town will immediately begin construction of the 200,000 gallon replacement tank. The WWDC grant will be used to refinance the JPA loan.

RECOMMENDED LEGISLATIVE ACTION:
The WWDC recommends the project be incorporated in the Rehabilitation Program at Level III with an appropriation of $158,800. The financing plan is a 50% grant of $158,800.
